Simple explanation
There is no global rule for edited food. Some countries ask what the product is: if the change could have happened through ordinary breeding and no foreign DNA remains, it is treated as conventional. Others ask how it was made: if a laboratory technique was used, the full genetically-modified-organism process applies regardless of the result. The same tomato can be an ordinary vegetable in one country and a regulated GMO in another.

Regulatory frameworks divide between product-based approaches, which assess the resulting organism, and process-based approaches, which trigger on the technique used. The United States, Japan, Argentina, Brazil, Canada, Australia and the United Kingdom broadly apply product-based or intermediate frameworks for non-transgenic edited organisms. The European Union has applied GMO rules to edited organisms following the 2018 Court of Justice ruling, with legislative reform for new genomic techniques under negotiation. Divergence creates trade friction, since an unregulated product in one market is prohibited in another.
